New VFB is available in 3ds Max 2018 or later. Older 3ds Max versions only support the previous V-Ray VFB.

V-Ray 5 officially supports 3ds Max 2018-2022. The installation builds are provided for 3ds Max 2016-2017 and they should work as expected; however, support for these versions is unofficial due to not being able to test V-Ray under versions prior to 3ds Max 2018, due to Autodesk licensing restrictions.

What is the difference between a V-Ray Perpetual license and a V-Ray Rental license? Is one better than the other?

A perpetual license does not expire and you pay for the license upfront with no recurring charges. Major upgrades, when released, are a fee. Here are some pros of the Perpetual option:

Essential software for Max
V-Ray is pretty much an essential plugin for Max these days. V-Ray is constantly updating and improving features. They always make claims that it render 50% faster or is 45% more efficient than the previous version and they are surprisingly right, every time! The sales rep here is excellent and always kind and responsive. 10 out 10, would shop here again!
